At the appropriate place, insert the following:

   Sec. X. The first numbered paragraph under the heading ``Tenant-Based Rental Assistance'' in the Department of Housing and Urban Development Appropriations Act, 2009 (Public Law 111-8) is amended by adding the following before the period at the end:

   ``: Provided further, That up to $200,000,000 from the $4,000,000,000 which are available on October 1, 2009 shall be available to adjust allocations for public housing agencies to prevent termination of assistance to families''.
