Morning Briefing: Senate Queues Up CR

The Senate will set aside the fiscal year (FY) 2010 Defense
appropriations bill (H.R.
3326) this morning to take up the House-passed
continuing resolution (CR) that will keep all
cabinet-level departments operating until Oct. 31, 2009.
The CR is attached to the Legislative Branch conference report (H.R. 2918),
so the Senate cannot amend it. President Obama must sign the
bill into law before midnight to avoid disrupting government
programs.

The House
yesterday passed
a monthlong
extension of programs under the Small Business Act and the
Small Business Investment Act of 1958,
clearing the bill (H.R.
3614) for President Obama's desk. The
Senate modified
the legislation last week by striking language originally
proposed by the House that would have:

Extended coverage
to small businesses under the Business Stabilization Program
(BSP) to include businesses that received Small Business
Administration (SBA) loan guarantees made before the
enactment of the American Recovery and Reinvestment Act. The
BSP provides loans on a deferred basis to viable small
businesses that have a qualifying small business loan and are
experiencing immediate financial hardship.

Prohibited a New
Markets Venture Capital (NMVC) company from receiving an
operational assistance grant under certain circumstances.
The House approved
the Senate modifications on a voice vote. |

The House
yesterday also sent the United States Civil Rights Trail
System Act (H.R.
685) to the Senate for consideration. The bill directs
the Secretary of the Interior to conduct a special resource
study to evaluate ways of protecting and interpreting sites
related to the civil rights movement in the United States.
House floor votes
are scheduled on the following bills today:

Bay Area Regional Water Recycling
Program Expansion Act (H.R.
2442) - Authorizes the Bureau of Reclamation (BOR) to
participate in six new water recycling projects and to
increase the federal share of the costs for two existing
projects in the San Francisco Bay area.

Chesapeake Bay Science,
Education, and Ecosystem Enhancement Act (H.R.
1771) - Reauthorizes the Chesapeake Bay Office that
resides within the
National Oceanic and Atmospheric Administration (NOAA), and
allows the office to accept donations to implement its
programs.

Chesapeake Bay Accountability and
Recovery Act (H.R.
1053) - Requires the Environmental Protection Agency (EPA) to develop a management plan for
the Chesapeake Bay Program and restoration activities.
