On the Floor...

The House and Senate return from the July 4th recess with a lengthy legislative to-do list, including the must-pass annual appropriations bills that will fund federal departments and programs for the fiscal year starting Oct. 1, 2009. 

The House currently is on track to meeting Appropriations Committee Chairman Dave Obey's (D-WI) goal of completing work on all twelve FY 2010 appropriations measures prior to the month-long August recess, which begins Aug. 3. for that chamber, although Obey's objective may slip if Democratic leaders decide to move a healthcare overhaul bill or other high-priority legislation to the floor this month.




"When we return in July, we will continue our work on health care reform, and it is my hope that we will bring legislation to the House floor before August," House Majority Leader Steny Hoyer (D-MD) said in a June 26 release. "I also expect that the House will consider 'pay-as-you-go' legislation, which will help restore fiscal responsibility so that we can invest sustainably in some of our most important priorities."

The Senate's slower pace on moving the annual spending bills will likely leave the body trailing the House's accomplishments by month's end, although the Senate will have an extra workweek before leaving Washington on Aug. 7. The Senate has yet to pass an FY 2010 appropriations bill, but could complete work on two by the end of this week.

Following a narrow victory on the American Clean Energy and Security Act (H.R. 2454) and easy passage of the FY 2010 defense authorization bill (H.R. 2647) prior to the July 4th recess, the House this week is scheduled to take up the Enhancing Small Business Research and Innovation Act of 2009 (H.R. 2965), the FY 2010 Intelligence authorization legislation (H.R. 2701), the FY 2010 Agriculture and State & Foreign Operations appropriations bills (H.R. 2997 and H.R. 3081), and possibly the Military Construction & Veterans Affairs spending measure (H.R. 3082).

When the Senate reconvenes on Monday afternoon, the chamber will resume consideration of the Legislative Branch appropriations bill. Following final passage of the measure, the Senate is expected to begin debate on the Homeland Security appropriations legislation (S. 1298).

In Committee...

House appropriators will continue their work on annual spending legislation this week, with full committee markups scheduled for Tuesday on the Energy & Water and Financial Services draft measures, and the Labor-HHS-Education bill slated for subcommittee markup on Friday.

Meanwhile, Senate appropriators will ramp up their work on annual spending legislation, with subcommittee markups scheduled for the Military Construction & VA, Energy & Water, and Financial Services bills.
